Not the point. They want to deter the average user, and they’ll be monitoring all the average networks.

They’re paying the ISPs to do this. Furthermore, there won’t usually be a competing ISP to switch to when you get pissed off about it, because their idea is to go after the majority of ISPs.
The possibility to remain as highly profitable as they are now is all they’re looking for here. It’s not a long-term solution, it’s just another band-aid like the sue-’em-all campaign.
